Writing 80-word composition is enough. If you write more than 80 words it's okay and you won't lose marks, but my advice is not to write more than what is required in order to avoid making mistakes (grammar/ spelling.....).
- The word (it) refers to the rule ( we must not leave rubbish outside homes)
